Embedding Project Management Environment in a Traditional Organization Structure by Brigadier Simon Yammine

The PMI Lebanon Chapter is glad to announce that B.G. Simon Yammine is the speaker for the month of November and he will be speaking about “Embedding Project Management Environment in a Traditional Organization Structure” and shed light through the eyes of an “insider”, on lessons learned from the many previous attempts to reform the public service and the various reasons behind their ultimate failure.
The session will be held on Thursday, November 29, 2018 at 6:30PM at The Key ApartHotel, Palais de Justice District, Corniche du Fleuve, Beirut, Lebanon.

By the end of the session; you should have a better understanding and acknowledge the vital importance of project management in the public sector and the various attempts of reform, explore the various organizational theories and practices to devise a best structure for an inept public sector. It will strive to explain how all these aspects are all correlated with the need for a functioning state administration amid mounting disputes and ambiguities.
Simon Yammine holds a Master in Civil Engineering from the Lebanese University, an Executive MBA from the École Supérieure des Affaires (ESA), coupled with a Master in Business Administration from the École Supérieure de Commerce de Paris (ESCP-Europe), and he is currently working on a PhD thesis in the field of strategic human resource management. He is an ISO 9001 lead auditor.
He is a member of the Lebanese Order of Engineers and Architects since 1991 and an alumnus of the Near East South Asia Center for Strategic Studies, National Defense University, Washington, USA. He has also taught undergraduate combat engineers at the LAF’s Military Academy. He was chosen by the World Bank, as a potential geographic expert, to attend a preparatory course of action, for Lebanon Land Use and Management Project, in Tokyo and Kobe, Japan.
He has worked in the various fields of construction and specialized in materials’ technology, especially waterproofing and concrete repair products, and his expertise covers the execution of a great number of civil works’ assessment, execution, repair and inspection. He has worked on many critical issues in the field of construction management including an ambitious project, with Dar al-Handassa, for an organizational restructuring of the Lebanese Armed Forces’ Engineering Directorate.
As a Brigadier General, he actually leads the LAF’s Cartography Department, exclusively responsible for the maintenance and development of the national mapping workflow, and manages the Army printing press facilities.
In 2012, he published a book, “Le Talon d’Achille, Management Stratégique des Ressources Humaines dans l’Industrie de Construction” with Dar AnNahar, and has released and participated in many articles and reports such as: The Syrian Refugees in Lebanon: the 2030 Scenarios ; Impact of Low Oil Prices on Oil Exporting Countries in the Middle East ; Strategic Human Resource Management in Construction.
B.G. Yammine is a recipient of the Lebanese National Order of Merit, the Lebanese National Order of the Cedar, the Knight Lebanese War Order, and was awarded the golden medal of the French National Defense Order for “great services to France and Francophonie”.
